Zusammenfassung:Guidelines for the efficient and equitable regulation of access to and use of the geostationary satellite orbit (GSO) and spectrum are examined. The role of the ITU in regulating the GSO and spectrum, and problems with the ITU regulation process are described. A list of the national, regional, and global communication satellite systems in use and planned is provided. The objectives of the ITU-WARC-ORB of 1985-1988, as regards the regulation of GSO, are considered, and the guidelines governing fixed satellite services in the 6/4, 14/11-12, and 20/30 GHz bands, proposed following the 1985 session of WARC-ORB, are presented. The effects of these new regulations and procedures on the role of the ITU in controlling the GSO and on U.S. industries using the GSO are investigated. The preparations necessary for the 1988 session of the conference are discussed. (I.F.)
