Zusammenfassung:The results are given of an experimental study of the properties of superfluid He II in a regime of nonstationary rotation. On the basis of an analysis of the experimental data it is shown that the features of pulsar rotation (abrupt glitches in the angular velocity, oscillations of the angular velocity, and prolonged relaxation processes) can be explained under the assumption of superfluidity of a neutron liquid in the pulsars.
