Genocide Goes On

Waugh discusses the failure of the international community in its attempts to bring justice for the genocide cases in Rwanda. He says that just as the society and economy are beginning to recover, a second genocide threatens the country with a lack of funds to help the citizens infected with HIV and AIDS, and the frustrations of the Rwandans are just heightened by the knowledge that the international community has chosen to spend on the tribunal, as against the relatively modest cost of treating AIDS sufferers.
