It is the oldest continuously awarded medal in the United States military and was the first of the service's Medals of Honor to be awarded. Although the criteria for awarding the medal has changed over the years, such as going from a Secretary of the Navy award to being solely awarded by the President of the United States in the name of Congress, the award has been recognized as the highest honor any service member can receive."
