Downsizing government. (speech delivered by former Secretary of Defense Donald H. Rumsfeld to the House Committee on Government Reform and Oversight, Subcommittee on Government Management, Information and Technology in Washington, D.C., on Jun. 6, 1995)

The federal government must earn back the taxpayers' confidence as it leads itself to the task of balancing the federal budget by the year 2002. As suggested, Congress must first define its core business, cut management and personnel costs and then take up mergers or terminations of new departments.
