Economic limit for the amount of reserve capacity on construction of sewage treatment plants for rapidly growing municipalities

Costs of sewage-works construction are analysed, showing that in most cases complete construction for the final planned capacity will be cheaper than construction in two stages. Where the population is expanding very rapidly extended-aeration plants, oxidation ditches, and lagoons are particularly suitable for construction with the necessary large reserve capacity.
