Zusammenfassung:UNESCO's founders recognized science on a par with education and culture as the foundations for thew construction of a global, enlightened citizenry. This essay shows that the social relations of science and science popularization emerged early as key issues for science's impact beyond the scientific community. Citizens around the world should feel prepared for and included into the modern world, based as much on scientific thinking and technological progress as on universal human values.
