Zusammenfassung:As a result of the Environmental Protection Agency's (EPA) proposed new rules on emissions of pollutants, such as dioxin, the paper industry could spend an estimated $10 billion to update plants and install new equipment. Companies argue that the cost of meeting pollution standards will leave them unable to buy the machinery they will need to meet President Clinton's mandate that by the end of 1994 the government buy paper with at least 20% recycled content.
