Zusammenfassung:Not every proposed power plant is met with fierce opposition. PG&E's proposal for the Athens plant was hung up for years, but New York's Public Service Commission issued permits in February to Heritage Power-a joint effort by Sithe Energies Inc. and General Electric Co.-to build an 800-megawatt addition to an existing 1,042-megawatt plant in the Oswego County town of Scriba. The permit approval took about nine months, according to David Flanagan, the commission spokesman.
