The arbitrariness of the Alderson prison official's logic is illustrated by the fact that Rita's classification has recently been reduced from "In" to "Out" -- the lowest security classification. Inmates with an "Out" classification are permitted off the reservation in groups of five with one guard accompanying them. Furthermore, there are other inmates at the prison who actually have attempted escapes but who are not on the "close accountability" program.
