Within the framework of the process of systemic transformations and globalization at the end of the 20th and beginning of the 21st century, the international scenario and the nation-state have experienced changes that have given way to the participation of previously unfamiliar external actors and the rise of new spheres of interaction wherein local governments assume a leading role. The article aims to explain a set of theoretical-methodological considerations for analyzing substate international politics, including an analysis of the contributions of International Relations and Local Development, as well as the conceptualization of politics and substate international management. At the end, it presents considerations to contribute to the construction of a theoretical-methodological framework for addressing the issue of sub-state international politics as a local development strategy.
