Zusammenfassung: | A brief account is given of the events causing loss of life in the East Godavar district of Andhra Pradesh, India, during the cyclone of 6 November 1996. The cases of the 2 worst affected villages, Bhairavapalem and Balusutippa, form the basis of the discussion in addition to the information collected from various official channels responsible for the cyclone warning dissemination system. An examination is made of the reasons found to be the cause of the loss of life, detailing also the actual preparedness and including some indicators for possible measures to avert such a tragedy in the future. The Cyclone Contingency Plan of Action of the Government of Andhra Pradesh is outlined. The experience of 6 November 1996 indicates the need to increase the efficiency of the cyclone warning dissemination system at various levels. The need of community level preparedness in all vulnerable fisherfolk villages is also an important area where efforts are needed to be made both by the Government, NGOs and communities. |
