Zusammenfassung:The present paper analyzes changes in security on the European continent which have been caused by conversion of the world system of international relations from a unipolar to the multipolar one. The author argues that the European Union should carry out an institutional reform to be able to better face new challenges and dangers of the contemporary world. This translates into creation of a new Common European Army which would be independent from the NATO and creation of a Common Foreign Policy of the EU (instead of 28 separate foreign policies of the member states). It will also be necessary to improve the common European currency of the EU as well as the Shengen area, which should be common for all member states of the European Union and should have well protected borders.
