Revising Bulgarian Water Law: Building on the French Connection

Bulgaria is about to adopt a new Water Law establishing an administration based on river basins. This system draws heavily on French experience and aids in approximation to the proposed EU water framework Directive. The French model has not been followed wholesale, but has been modified. This provides an interesting case study of a transfer of west European administrative models to central and eastern Europe.
