Zusammenfassung: | The Food Acquisition Programme (PAA) is one of the most innovative policies in the context of food security and nutrition (SAN) in Brazil. The program buys food from family farmers and makes donations to public sector and civil society organizations involved in social programs. The formulation of the program in 2003 emerged of the participation of National Council on Food and Nutrition Security (CONSEA), which is composed of representatives of civil society and government. However, when we observe the history of the SAN in the country, it appears that the ideas of a program like PAA existed since the first CONSEA in 1993 and the First National Conference on Food and Nutrition Security (CNSAN) organized by this in 1994. In this sense, the article aims to discuss the role of CONSEA and CNSAN in creating, monitoring and improvement of PAA. From the cognitive approach to public policy analysis, debates on social participation and the semi-structured interviews, the article seeks to recover and analyze the process of construction, implementation and monitoring of the PAA, addressing the participation of different groups of actors social, the ideas built by them, and the relationship between state and society. |
