Zusammenfassung: | Under the guidance of popular sovereignty, legal experts believe that government budget information is a kind of public product and should be accessible to the public. However, this unrefined way of reasoning is inadequate to effectively explain the current legal system and practice. We should borrow the theories and approaches from economics in our analysis of the regulations concerning the publication of government budget information, and begin our study with the definition of the proprietorship of government budget information as is taken as a public product. The proprietors can be divided into two kinds: the first being abstract people, and the second individual citizens. The former enjoys complete proprietorship, while the later can only enjoy incomplete proprietorship. In order to control the negative externality caused by the publication of government budget information, the regulations about state secrets should enjoy their legal existence within a certain time and scope.
