Zusammenfassung:Cases in which the outer boundary of the electron belt shifts to high latitudes are studied. The cases evidence that the zone of quasi-trapping of the night magnetosphere expands to the pole. These events are shown to be caused by substorm activity which, shifting to high latitudes, can lead to the development of so-called polar-cap substorms. It is shown that high-latitude bursts of energetic electrons can be generated in such substorms by analogy with their generation in classical substorms of the auroral zone.
