Scintillation saturation range and air-to-ground laser hazard analysis

The concept of scintillation saturation range has been applied to the determination of the range-dependent scintillation variance. This quantity can be used in laser hazard analysis, particularly for operations where a land-based target is irradiated by a mobile airborne laser.
