Zusammenfassung: | This article analyzes the complex relationship with its emigrants Cuban state, which, from the perspective of national security, has been excluded from the nation and political community. The Cuban case is analyzed in comparative perspective, considering the way in which Latin American states face the problem of the inclusion of their diasporas, and is part of the idea that, in recent decades, the increasing presence of migrants and its growing importance in the Cuban economy and society constitute a new arena to think immigration reform.
