Zusammenfassung:The environmental laws implemented under the EPA have been the subject of criticism and reform proposals, but the structure of the EPA itself has been rarely addressed. This evaluation of the ecological and political context of the EPA considers the implications for institutional structure and efficiencies. It is recommended that the agency consider a restructuring for greater adaptability, with less conformity to programmatic structuring. Furthermore, it is suggested that the field offices be aligned on an eco-regional basis, which would provide a more dynamic agency response to regional environmental problems.
