Zusammenfassung:The problem of global warming is used to model the international approaches to all aspects of global change in the legal and institutional systems. Environmental treaties have often been used to negotiate international problems; parallels from arms treaties have been applied to the development of environmental treaties. A comprehensive action plan for dealing with global warming is discussed. The plan has as its basis several UN resolutions, but must also include an assessment of the problem, proposed management actions, and support for these actions.
