DISAGGREGATION OF WILLINGNESS TO PAY REGARDING PERIODIC LOAD AND CLASS OF USER IS REQUIRED. EXPLICIT RECOGNITION OF THE STATE OF THE ENVIRONMENT AND THE WELFARE IMPACT OF CONGESTION IS REQUIRED AS RECREATIONAL PRESSURE INCREASES. THESE PROVISIONS ARE PROVIDED FOR IN THE METHOD EMPLOYED. AN EXPLICIT POLICY WEIGHTING OF THREE CENTRAL ELEMENTS INCLUDES - 1. CONSUMER'S SURPLUS, 2. BUREAU NET INCOME, AND 3. TOURIST SPENDING. IT IS POSSIBLE TO EXPLORE VARIOUS POLICY JUDGMENTS IN TERMS OF APPROPRIATE USER CHARGES, VISITOR USE, AND RESTRICTIONS ON USE RESULTING FROM CONSIDERATIONS OF CONGESTION AND ENVIRONMENTAL IMPACT. THE PURPOSE OF THE APPROACH IS TO PROVIDE INFORMATION ON THE POSSIBLE EFFECTS OF DIFFERENT POLICY JUDGMENTS SO AS TO AID DETERMINATION OF PREFERRED POLICY CHOICES. TABLES. |
