Although experience with the 1970 amendments demonstrates the need for some limited modifications, a checkup by congress and probably some minor corrective surgery is all that is necessary. Major controversies in the law are analyzed pro and con, including: use of tall stacks; prevention of significant deterioration; forcing of automobile emissions control technology development; and achievement of interaction among various levels of government.
