How are New Zealand's District Health Boards funded and does it matter if we can't tell?

Attempts to piece together the method by which Population Based Funding Formula (PBFF) allocations for the Vote Health funding distributions amongst District Health Boards (DHB) are determined. Includes an example calculation of the inpatient cost weights to illustrate the authors' understanding of the process. Aims to improve understanding and stimulate debate on the PBFF as well as highlight the need for greater transparency around the funding process.
