Zusammenfassung: | This article provides the theoretical and conceptual similarities among collective action an public policy, and deepens the political opportunities theme, using the case of collective action of the forced displaced population in Medellín, from three general types of general opportunities: formal divisions of power (between executive and judicial); the division of power in the territory (from national aspects to local aspects); and the allies in the state (governments and power). It concludes with the recognition of the collective actions of the displaced population in which the use of political opportunities in public policy scenarios is highlighted.
