Zusammenfassung: | This article examines the professionalisation of municipal institution management during the period following the implementation of the Structural Reform. The basic assumption is that professional management is a prerequisite for public sector ability to implement reforms and deliver the best services. The study expands the traditional professions defi nition and examines the professionalisation of municipal institution management in three areas (daycare, schools and elderly care) in 2004 and 2010, based on five dimensions of professionalisation. The study of these fi ve dimensions indicates that municipal institution management has, in general, become more professional since the implementation of the Structural Reform. In conclusion it is discussed whether, as a result of this professionalisation, management is now better equipped to accomplish and implement major reforms in the public sector. |
