Zusammenfassung: | The question "who governs the economy?" has fascinated social science for years without often generating stimulating and rigorous results. Bernard Jouve attempted to reply to it by focusing on the elite of each metropole he studied. This text extends his work by changing the focus in order to study the elites who regulate each industry through promoting their respective "programme". Having first presented the theoretical developments that produced the concept of "programmatic elite", the article combines it with an approach to the government of industries in order to set out a new route map towards better understanding of the role of politics in the economy.
