Speculation indicated local liberals and conservatives as well as Anthony Mor-O'Brien and John Stubbs. The letters indicate a group of prominent conservatives, including Oliver Locker-Lampson, R.H. MacLeod, H.A. Gwynne, Arthur Steel-Maitland, and Lord Milner, who were responsible for the transfer of 300 pounds sterling in cash.
