Zusammenfassung:This article addresses the relationship between early (or 'proto') industrialization, and the emergence, between c.1549 and c.1622, of an increasingly important discourse which set out to understand, interpret and solve problems attributed to it. The argument focuses partly on the early politics of industry, to show that the changes that took place in districts affected by industrial development were not and could not be restricted to those districts.
