HOW TO IMPROVE THE PERFORMANCES OF ENTERPRISES FOR THE PRODUCTION OF PUBLIC GOODS IN AN INSTITUTIONALLY NON-REGULATED SURROUNDING THE STUDY OF THE CASE OF SERBIA

The subject of this paper is managing of the enterprises for the production of public goods in an institutionally non-regulated surrounding. The primary motive for this research is the difficult state in the sector for production of public goods in Serbia; this is also an attempt to explore some realistic model for to improve the performances of the enterprises for the production of public goods. At the core of the production of public goods lies the need to work within a hierarchically organized surrounding in the market-oriented production model. The issue of efficiency increase in the area of public goods production in Serbia remains open. The solution to this problem depends mostly on the change of perception and the attitudes of the political and economic elite and on the development of higher social responsibility awareness that is in compliance with (minimal) European standards.
