Zusammenfassung:The first three contributions look at recent developments in education law and question whether and how these changes do- or should- affect Rowley's application in the future. _ Andrea Kaufman, a lawyer who is a professor at the DePaul University School of Education, and Evan Blewett, a DePaul law student, observe a change in emphasis in Congress's approach to education since the passage of the original federal special education law, which they identify as a transition from ensuring basic access to improving academic performance.
