Kemp served as chief of the Human Factors Division of the Navy Electronics Laboratory. He created a conducive environment for a staff of psychologists, physicists, and engineers to conduct basic research, while providing human factors expertise for pressing Navy problems with new sonar and radar and communications. He established a bioelectronics laboratory for studying state variables of motivation, attention, and fatigue.
