Zusammenfassung: | This study aims to suggest a methodology for measuring the social impact that knowledge technology can have when it is applied to the public sector, using the concept of social value. For this purpose it sets four research questions. First, what are the important concepts that affect the social value brought by public programmes based on knowledge technology? Second, what are the important topics that the core concepts relating to social value come together to form? Third, how are the important concepts constituting these important topics causally related to each other? Fourth, how much social value does knowledge technology bring, and how might the results vary by policy scenario. To answer these questions, the study utilized text mining analysis, as used in big data analysis, along with system dynamics analysis to causally analyse the important topics relating to social value obtained via the analysis, and to construct the concepts included in these topics. |
