Zusammenfassung:In the face of escalating security challenges in mega-cities, law enforcement agencies worldwide seek innovative approaches to bolster public security. China, in particular, has turned to auxiliary police officers drawn from diverse segments of society to supplement primary-level public security organs. However, the utilization of auxiliary police officers has brought forth challenges, including a lack of standardized management systems. This paper, published in the Journal of the Knowledge Economy, introduces a comprehensive framework for knowledge-based professional management of auxiliary police, drawing from new public management theory and professional identity theory. The study explores legislative gaps concerning auxiliary police roles and responsibilities, emphasizing the need for central-level legislation to clarify their legal status. It advocates for standardized recruitment, training, and performance assessment processes to improve the quality of auxiliary police officers. Additionally, the paper recommends financial security measures, career development mechanisms, and the promotion of a professional subculture to enhance motivation and morale. This research critically examines the challenges faced by primary-level public security organs, focusing on Chengdu City, through empirical research and international best practices. It offers theoretical advancements by introducing concepts like “sense of professional identity” and “sense of professional belonging,” enriching the understanding of auxiliary police management. The findings have significant policy implications, providing a roadmap for legislative reforms, human resource management enhancements, and incentive measures. This paper contributes to knowledge-based management approaches in law enforcement, ensuring the effective utilization of auxiliary police forces in mega-cities.
