Implementation of asset management on operation and maintenance of irrigation system, lesson from Pao irrigation system in Bondowoso District, East Java, Indonesia

Zusammenfassung: | Increasing population and declining agricultural land are the main challenges for the Indonesian Government to improve food security. In 2020, Indonesia had 7,145,168 hectares of paddy fields irrigated by a surface irrigation system. However, there are 734,820 hectares had an irrigation system with bad performance due to damages of the irrigation structures. The damages of irrigation networks generally occur in tertiary irrigation networks. In this case, the maintenance of irrigation networks through the valuation of irrigation assets needed to optimize its functioning. This study aims to determine the condition and function of irrigation assets and the priority of their improvement. This research was conducted in the Pao irrigation area (DI) in Bondowoso District with a service area of 63 hectares. This research method was carried out by calculating crop water requirements (CWR) and crop water availability (CWA), Cropping index (IP) assessments, irrigation asset inventory, and priority assessments for operations and maintenance irrigation assets. The results showed the CWR value was 87.72 l / sec, while the CWA value was only 46.33 l / sec, so that there was a lack of irrigation water by 41.39 l / sec. IP value reaches 295.24% with the highest rice productivity in the rainy season. The results of the assessment of the condition of assets showed 63.64% of assets in good condition, 27.27% in light conditions, and 9.09% in medium conditions. The results of the assessment of the functioning of the assets show 45.45% in very good condition, 27.27% in good condition, and 27.27% in moderate condition. The priority for asset repairs is in the building of tapping Pao 3 which suffered damage to regulating doors and measuring buildings. |
