Zusammenfassung:The paper focuses on the outcomes of research on integrating the participatory approach into a methodology for climate proofing of the urban environment. The research results are include directions for increasing resilience through a cyclic step-by-step process for planning, prevention and management of the effects of disasters, centred on the involvement of different stakeholders, as well as the outcomes of the experimentation of such a process on three public housing (ERP) neighbourhoods in Rome. Per questo motivo nella ricerca si sono adottate le definizioni di: «Inform: to provide the public with balanced and objective information to assist them in understanding the problem, alternatives, opportunities and/or solutions; Consult: to obtain public feedback on analysis, alternatives and/or decisions; Involve: to work directly with the public throughout the process to ensure that public concerns and aspirations are consistently understood and considered; Collaborate: to partner with the public in each aspect of the decision including the development of alternatives and the identification of the preferred solution; Empower: to place final decision-making in the hands of the public» proposte dall'International Association for Public Participation (IAP2, 2018), incentrate su un apporto sia top-down che bottom-up nel processo decisionale e gestionale. Partendo dall'analisi dell'iter processuale codificato nell'ARCH Resilience Framework3 (Fig. 1), da cui deriva il documento CEN del 2022 "City Resilience Development – Framework and guidance for implementation with a specific focus on historic areas", e mettendo a sistema le attività di coinvolgimento, definite a livello europeo (nell'ambito della piattaforma Climate-Adapt), con le azioni della progettazione tecnologico-ambientale relative alle attività partecipative, si è riletto il processo progettuale relativo alle fasi "pre-disaster", sistematizzando
