Zusammenfassung:The dynamics of strong urban growth in Chilean cities in recent decades together with the emergence of new problems of diverse origin, will call into question the relevance of the contribution of governance to resolve these issues. With this background, the present study is presented as an analysis of the case of Puerto Montt, especially sensitive for having experienced a boom in salmon farming since the 1980s, together with urban growth generated a series of negative externalities. These appear together with an obsolete Communal Regulatory Plan and a very centralist political model. Through a methodology through in-depth interviews with key actors, it analyzes and interprets the capacity of urban governance to solve the main critical issues identified. The results point to the strongly centralist political model as the main limiter of the ability to establish collective solutions.
