Zusammenfassung:Efficiency and responsiveness are always considered to be two essential but often contradictory values in theory and practice of public administration. We concluded that the structural innovation, along with process innovation and conceptual innovation, can be viewed as effective measures to keep the balance between government efficiency and responsiveness to citizens.
