Zusammenfassung: | The research presents the most critical civilizational indicators that lead to the social movement and movement from the state of dormancy in the center of the city of Hilla (Al-Qasbah). Where the importance of social planning in the development of societies and movements in them emerged and reached the most critical foundations of motion, which consist of political, social, popular, spatial, intellectual, economic, and professional change among these reasons that This kind of movement was born And the demand for social justice, freedom, equality and empowering peoples to see what they should do because of the manifestations of globalization. The importance of planning in urban cities lies in the arrival of the city’s situation to mobility, since the planning gives the town dealing with future changes that may occur, and this is what is called urban flexibility, which can clarify these indicators in the city of Hilla Al-Kasbah, which characterize by flexible strategic planning. The research reached the most significant indicators of civilization: self-expression and central administration. The agricultural system that generates togetherness, love of the land, economical design, and sound planning for the future, i.e., the most complete and fittest system, which will measure through the method of city resilience indicators, is an assessment tool CRF (City Resilience Framework CRF, issued by the Rockefeller Organization, which works to assess resilience in cities in the historic center of Hilla). Which has the principles of sustainability, social, economic, and environmental. This tool supports cultural and archaeological cities, which shows through principles goals that the city of Hilla is flexible and has indicators of high civilized mobility represented in health, quality of life, economy, and society. |
