Zusammenfassung: | The article addresses the study of the influence of political, economic, social events taking place in the world in recent years, on the change in the structure of information scientific and educational resources, reflected on the websites of agricultural universities. The purpose is to build a digital tool that adequately responds to the new demands of society and business related to the pandemic and total sanctions. A formalized representation of the effectiveness of the performance of a triune role by information scientific and educational resources is considered: the digitalization of science itself, the educational role, and their transfer to the economy. Based on this formalization, the results of monitoring the websites of educational organizations are analyzed to determine the quality and volume of scientific and educational resources to develop a methodology for assessing the effectiveness of their use. The indicators included in the survey questionnaire were chosen to be like those used to survey the status and volumes of these resources in previous surveys, to analyze them and compare them in dynamics, both in quantitative and qualitative terms. The obtained estimates of the effectiveness of using of scientific and educational resources based on the developed methodology served as the basis for calculating the ratings of universities, which are compared with the ratings obtained on the basis of self-examination reports, which, in particular, determine the strict conditions for the action of measures to stimulate the publication effectiveness of educational organizations by regulatory authorities. bodies represented by the Ministry of Education and Science of Russia. Studies have shown a sharp decline in the quality and quantity of information scientific and educational resources for the period 2016-2021, which, firstly, manifested itself in a slight connection between the ratings presented, and secondly, showed the absence of any reaction of universities to the country’s requests in the resources under consideration, thirdly, they highlighted the weak methodological role of the Russian Ministry of Education and Science in the digitalization of the scientific and educational space. |
