Systematic Review of Foster Parent Recruitment

This systematic review of literature from 1999 through 2019 utilizes the PRISMA protocol to examine foster parent recruitment. Recruitment barriers for both foster parents and child welfare agencies are identified. The characteristics of foster parents, including motivational factors, emerged as a theme. General strategies were identified as means for child welfare agencies to increase recruitment of new foster parents. Additionally, targeted recruitment strategies for identifying and effectively engaging foster parents from particular populations are included.
