Zusammenfassung:Currently, the issue of development of single-industry towns remains relevant. Due to their location and specialization, single-industry settlements are an integral part of the national and regional economies. The situation in many single-industry towns remains tense: there are no new jobs, ecological and tourist infrastructure facilities. In addition, it is necessary to diversify the economy of single-industry towns. Following Order of the President of the Russian Federation (O-1818 of 12.09.2019), the State Development Corporation of the External Economic Bank of Russia has developed a project aimed at the integrated development of Baikalsk. Since September 2020, the strategic master plan for Baikalsk, including for the former industrial site of the Baikal Pulp and Paper Mill, has been developed. As a joint project of the External Economic Bank of Russia, Irkutsk Region and Baikalsk municipality, the document has been developed by all participants in the urban development (residents, government, businesses), taking into account their opinions and interests.
