Análisis de las relaciones Gobierno-Desarrollo Local. Consejo Popular El Cobre

This article is an approach to the relationship that occurs in the territorial environment in the generation of local development, the object of study is the Popular Council of Copper; which presents problems associated with the functioning of institutions, infrastructures, social and environmental problems and yet has great potential to generate transformations of this situation from a change in the perception of its role of the Government, institutions and participation of the population as a solution manager to their demands. The results obtained reflect the need to promote changes in the functions and attributions of the governments in the base, as well as to revalue the role of the institutions in the community, to which they must demand a greater level of involvement in the solution of the problems Finally, the reactivation of the mining-industrial heritage is proposed as a viable alternative for community development.
