Zusammenfassung: | This paper considers the possible role of 'Track Two diplomacy' in the Falklands/Malvinas dispute. The paper begins by introducing Track Two. It then summarises the Falklands/Malvinas conflict, with particular attention to why it has proved so intractable and how the dispute has evolved since the conflict. The one documented case where a Track Two dialogue was attempted is examined and the paper considers what the case says about the Falklands/Malvinas dispute. Finally, the paper explores whether such a dialogue could be renewed and considers whether and how it may be able to make a positive contribution. It is suggested that, even if such a dialogue could be started, expectations must be kept modest. Such a dialogue would be an investment in tackling the growing sense that the continuation of this conflict is inevitable and could help lay the ground for a moment when the sides were ready to explore changes in their positions. |
