Any study of Canadian Medicare, or State Medicine as it was originally known, is naturally divisible into two phases based on the demise of the federal government's 1944-45 proposed universal health insurance plan, and the election of the Douglas government in Saskatchewan in 1944. In the first phase, the services to be insured were addressed. In second, the funding for them was secured.
