Zusammenfassung:The conception of the law has a decisive influence on the guarantee of human rights. The three-dimensional theory of law has linked norm, fact and value to express that law cannot be understood in a monolithic or one-dimensional way; Based on this theory, human rights are not materialized in people's daily lives, since the theory in question lacks the political element. Therefore, it is necessary to build a four-dimensional theory that includes law as a policy and, specifically, as public policies for the effective guarantee of human rights. The objective of this work is to show the relevance of the four-dimensional vision of law for the identification of politics in the search for mechanisms in favor of the guarantee of human rights.
