Emissions trading system, as an efficient system of pollution control, compared with the traditional pollution charge system, can effectively solve the problem of China's air pollution and water pollution. Air pollution and water pollution to realize control of total pollution so that it is likely to achieve industrial upgrading,optimize allocation of environmental resources and reduce the cost of pollution control. It is more conducive to achieving the coordination between environmental protection and economic development.
