Zusammenfassung:The sources of funds for the agencies of the United States Government are two distinct types of appropriations. The regular appropriations associated with the annual budget are the largest source. Other appropriations, which are usually made during the current fiscal year, are called supplementals. In two recent papers [1, 2] Davis, Dempster and Wildavsky studied the process by which regular appropriations are allocated to over one half of the nondefense agencies of the Federal Government.
