The consequences of enlisting federal grand juries in the war on terrorism: assessing the USA Patriot Act's changes to grand jury secrecy

To preserve the traditional values of grand jury secrecy, which serve important law enforcement values, and to keep grand juries within lawful bounds, an amendment to Rule 6 requiring judicial approval would be an important complement to the exceptions to grand jury secrecy authorized by the USA PATRIOT Act, a counterterrorism measure.
