The theory is decision theoretic in origin, but individuals are treated as random variables over decision rules. Experimental results indicate that within a range of circumstances, the agenda can, indeed, be used to influence the outcome of a committee decision. The principles outlined for determining the agenda's influence are in need of improvement, but their fundamental importance within a range of circumstances is established. |
