A Model of Agenda Influence on Committee Decisions

Experimental results indicate that the club decision cannot be dismissed as accidental. The voting process studied involves between sets of issues. The theory is decision theoretic in origin, but individuals are treated as random variables over decision rules. Experimental results indicate that within a range of circumstances, the agenda can, indeed, be used to influence the outcome of a committee decision. The principles outlined for determining the agenda's influence are in need of improvement, but their fundamental importance within a range of circumstances is established.
